The Vectron DE locomotive, made by Siemens, is the first rail vehicle assessed by TÜV SÜD Rail in accordance with the new MoU – Memorandum of Understanding – on the new approval procedure. The expert organisation can now offer one-stop certification.
Since late 2013, TÜV SÜD Rail has been recognised as one of the first organisations in Germany with the status of Interim Designated Body (Interim DeBo) for NNTR (Notified National Technical Rules) verification of rolling stock. "Our 100% subsidiary, Railcert B.V., additionally carried out certification of the Siemens locomotive in accordance with the Technical Specifications for Interoperability (TSI)", says Klaus Bosch, CEO of TÜV SÜD Rail. Certification considered the requirements set forth in the TSI SRT on safety in railway tunnels, NOI on noise emissions and LOC&PAS on locomotives and passenger rolling stock. "This project was the first time that TÜV SÜD Rail has been able to prove its technical expertise across all relevant disciplines and in accordance with all regulatory acts that apply to the placing into service of rolling stock“, says a pleased Bosch.
Within the scope of the new approval procedure for rolling stock, TÜV SÜD Rail and Railcert fulfilled the roles of NoBo (Notified Body), EBA (German Federal Railway Authority) recognised expert and assessor, DeBo (Designated Body) and AsBo (Assessment Body). All expert reports and certificates were delivered to schedule. The Siemens Vectron DE thus fulfils the requirements for obtaining authorisation for placing into service of vehicles to be used on the Trans-European Railway System (TEN) by the National Safety Authority (NSA) in accordance with Directive 2008/57/EC and within the scope of the Railway Construction and Operation Regulation (EBO). "We now offer the entire approval procedure from a single source", explains Klaus Bosch. Approval processes can be handled efficiently and extremely rapidly. To do so, TÜV SÜD Rail has a large number of qualified experts, most of them recognised by EBA.
