The approving technical regulations for energy efficiency labelling of household refrigerators and freezers, Joint Resolution No. 031 and 089, 2013 has been in force since 23 February 2014.
The Ministries of Electricity (MPPEE) and Commerce (MinComercio) have been working on launching a program for setting minimum standards of energy efficiency in energy-consuming equipment and requirements for product certification and labelling, with initial work focused on air conditioners. According to energy consumption surveys, air conditioners are listed to have a larger consumer base among appliances in tropical Venezuela. The new Law gave this effort surer legal footing, but also simplified the task by specifying that where possible, regulators should adapt existing international standards to local conditions.
Since the circulation of the technical regulations draft, Venezuela has done the following:
- Adopted label formats favoured by the European Union, Argentina, Brazil, Chile and Uruguay
- Adopted measuring standards recommended by the ISO/IEC
- Referenced Brazilian and Chilean models in drafting key portions of the standards
During the first half of 2013, MPPEE and MinComercio circulated for public comment drafts of two further technical regulations on energy efficiency labelling. One draft was focused on household refrigerators and freezers, the other on fluorescent lamps. The former would cover all household refrigerators, freezers and refrigerator-freezer combinations, would use a similar label, and also would restrict the importation, manufacture and placement on the Venezuelan market to those units rated A, B, or C.
National manufacturers or importers of household refrigerators, freezers and refrigerator-freezer combinations, prior to importation and/or marketing, would have to file with SENCAMER for a Declaration of Energy Efficiency, along with reports of testing done or certifications made by accredited laboratories. If compliant, they would be issued a Declaration good for one year, subject to renewal. After the Declaration is issued, proof of conformity would still have to be submitted for each commercial batch.
