Two ambitious new projects have started that will help strengthen links between Saudi Arabia and the UK in the field of flow measurement and will use British expertise and know-how to develop best practice abroad.
The work is part of National Engineering Laboratory (NEL)'s long-term agreement with the Arabian Calibration Company (ACC). It will involve the construction of both a mobile calibration facility and a liquid flow measurement facility located in the Eastern Province of Saudi Arabia.
“These milestone projects mark an exciting development in our partnership,” says Dr. Phil Mark, of NEL, seconded to ACC as the Technical Authority. “Industry will get a significant benefit from having this enhanced local calibration capacity.”
The mobile facility will comprise a trailer mounted calibration skid comprising two Coriolis reference meters. It will provide flexible and accessible calibration services and will also help publicise the importance of good meter calibration.
The fixed calibration facility will use the very latest flow measurement technology and will have similar capabilities as NEL’s Flow Measurement Facility in East Kilbride. It will be able to cover a wide range of flow rates (up to 10,000 litres a minute) and offer both gravimetric and master meter references.
“A local independent calibration facility was much needed for our localisation initiative and a reliable technical partner like NEL assures us that we can achieve this major milestone as it has an impressive reputation within the oil and gas industry as a world leader in flow measurement,” says Khalil Al Shafei of Saudi Aramco Entrepreneurship Ventures (WAED Ventures), which has invested in the ACC along with local partner, Ibrahim Al Arifi.
The procurement of equipment for the two projects will take place over the coming few weeks. It is anticipated that the mobile facility will be ready in early 2019, with the fixed facility coming on line soon after. The combined budget for the two projects is in the region of £3m.
“We have a ten-year agreement to act as technology development partners and to support the ACC in measurement audits, uncertainty studies and to provide other flow measurement consultancy services,” explains Phil. “This all ties into the country’s Vision 2030 initiative, which aims to increase the employment of Saudi nationals in the private sector.”
The ACC is an independent liquid and flow meter calibration company. It provides fixed and mobile calibration services in addition to other engineering services.
