NEL is the National Measurement Laboratory responsible for delivering the National Measurement System (NMS) Flow Programme. It provides a rolling programme covering five principle themes:

Flow measurement standardisation through BSi, ISO and CEN
The flow measurement standards are a set of industrial scale facilities for precisely determining flow rate and total flow through measurement artefacts, thus enabling industry to obtain flow meter calibrations traceable to primary standards.
Flow Programme research leads the UK’s effort to develop new flow measurement techniques, especially in challenging environments, and provides the foundation for new or modified standards to be introduced from which industry can benefit. The research is across multiple academic fields, industrial sectors and engineering disciplines.
The research programmes are developed through wide consultation with stakeholders and is peer reviewed by an independent group of industry and academic experts. The research work undertaken is often co-funded by industrial partners and the European Union through its Metrology Programme (EMPIR).
